Chief Justice Koome Shakes Up Judiciary: 29 Court of Appeal Judges Relocated

In a remarkable move, Chief Justice Martha Koome has orchestrated a major transformation within the Judiciary by reassigning 29 Court of Appeal Judges stationed throughout the country. This strategic shake-up is set to inject fresh energy and efficiency into the judicial system.

In a formal letter addressed to the President of the Court of Appeal, Daniel Musinga, Chief Justice Koome provided guidance for implementing these significant changes. These alterations will officially appear on Friday, September 15, as the 29 Justices assume their new roles.

Chief Justice Koome stated, “Following extensive consultations with the Judge President of the Court and with the aim of optimizing service delivery at the Court of Appeal, it has become imperative to restructure the Court according to the bench schedule provided below. Nevertheless, this schedule should be regarded as a flexible blueprint, allowing the President to form different benches or make adjustments as the demands of the job require.”

One of the notable transfers involves Justice Jesse Lessit, formerly stationed in Mombasa, who is now slated to return to the Nairobi Court of Appeal. Additionally, Justices Patrick Kiage and Francis Tuiyott have been reassigned from Kisumu to the Nairobi Court of Appeal.

Furthermore, this comprehensive advisory from the Chief Justice has led to the relocation of Justice Gatembu Kar from Mombasa to the Nairobi Court of Appeal. The changes continue with Justices Hannah Okwengu and Hellen Omondi, who have been moved from Nairobi to the Kisumu Court of Appeal.

As a result of these changes, the Nairobi Court of Appeal bench will consist of Justice Daniel Musinga, who serves as the Court’s President, alongside Justices Asike Makhandia, Kathurima Inoti, and Mumbi Ngugi. Meanwhile, the Mombasa bench will be presided over by Justices Agnes Murgor, Dr. Kibaya Laibuta, and George Odunga, who previously handled constitutional matters in Nairobi and Machakos.

The Kisumu bench will now include Justices Hannah Okwengu, Hellen Omondi, and Professor Joel Ngugi, who formerly served as Judges in constitutional matters at the High Court. Nakuru’s Court of Appeal has also undergone a transformation and will feature Justices Fatuma Sichale, Fredrick Ochieng, and Justice Weldon Korir.

In addition, the Nyeri Court of Appeal bench will consist of Justices Jamila Mohammed, Wanjiru Karanja, Luka Kimaru, and Aggrey Muchelule. Meanwhile, the second bench of the Court of Appeal, focusing on civil matters, will include Justices Gatembu Kar, Francis Tulyott, Jessie Lesit, and Grace Ngenye.

Lastly, the third bench of the Court of Appeal, specializing in civil matters, will be staffed by Justices M. Warsame, S. Ole Kantal, Pauline Nyamweya, John Mativo, and Paul Gachoka. The Court of Appeal bench will comprise Justices Patrick Kiage, Abida Ali-Aroni, and Lydia Achode on the criminal front.

These strategic reassignments underscore Chief Justice Koome’s commitment to improving the efficiency and effectiveness of the Court of Appeal, ultimately enhancing the judicial system’s ability to serve the people of Kenya.
