Chief Justice Martha Koome Introduces Innovative Measures for Swift Fine and Cash Bail Payments

In a remarkable move aimed at enhancing the efficiency of the judicial system, Chief Justice Martha Koome has unveiled a set of groundbreaking guidelines designed to accelerate the process of fine and cash bail payments.

These forward-thinking directives not only address the concerns of court users but also leverage technology to streamline the entire procedure.

One of the most noteworthy changes is the introduction of a more transparent payment process, which will now take place in open court sessions.

This development aligns with the Judiciary’s embrace of technology through the Case Management System, a platform that enables electronic payments for court fees, fines, and deposits. This system not only generates online invoices and receipts but also simplifies the entire payment process.

To ensure the prompt processing of fines and bail, the guidelines stipulate that pleas must be registered by 9:00 am. In situations where this timeline is not feasible, Court Users’ Committees will step in to provide guidance.

Additionally, each plea-taking court will be equipped with two Court Assistants. The first assistant will assist the magistrate with various court duties, while the second assistant will handle the fine and cash bail payment processing, which includes invoice generation, providing copies to the accused, and facilitating payments through the online portal.

Furthermore, individuals unable to make payments in open court will receive invoices and be granted a reasonable timeframe to settle their fines or cash bail. For those who fail to pay by 4:00 pm on the day of their plea, committal warrants will be prepared.

Stringent financial controls will also be maintained, with each court station having an accountant responsible for daily revenue collection reconciliation.

The Judiciary’s Directorate of ICT is dedicated to automating these processes within a 30-day timeframe, a move that promises to enhance efficiency and accessibility.

These guidelines mark a significant stride toward a more streamlined and technology-driven judicial system, ensuring the timely and transparent handling of fines and cash bail. Ultimately, these changes will benefit court users and contribute to the efficient administration of justice.
