Kenya’s Bold Move: Introducing a Mandatory Welfare Levy for Overseas Workers

In a move proposed by the Ministry of Labour, Kenyans employed overseas may soon find themselves obligated to pay a compulsory welfare levy. These mandatory contributions will find their way into the newly established State Welfare Scheme.

Dubbed the “Kenya Migrant Workers Welfare Fund,” this initiative aims to provide essential support to migrant workers. It encompasses a wide range of benefits, including assistance for those facing disability, medical aid, and survivor benefits for the families of migrant workers who meet unfortunate circumstances abroad.

To become a member of this fund, every Kenyan planning to work abroad must register before embarking on their journey. Moreover, funds raised through contingency fees collected by private employment agencies will also be directed into the welfare fund.

The specific contribution rate required from each migrant worker will be determined through forthcoming regulations. If this proposal receives approval, Kenya will join the ranks of countries like the Philippines, Sri Lanka, and Pakistan, which have already instituted comparable funds to support their large diaspora worker populations.
