The Judicial Service Commission (JSC) has announced a golden opportunity for eligible candidates to vie for the esteemed role of Chief Registrar of the Judiciary. In an official notice dated October 23, JSC confirmed that the position, currently held by Anne Amadi, will become available on January 13, 2024.
JSC’s call for applications is not just a formality; it’s an invitation for legal luminaries to shape the future of Kenya’s judiciary. The commission emphasized that the appointment, in line with Article 161(2)(c) of the Constitution of Kenya and Section 9 of the Judicial Service Act, 2011, requires an individual with remarkable qualifications and experience.
To qualify for consideration, applicants must be advocates of the High Court of Kenya with qualifications equivalent to those of a High Court Judge. Alternatively, candidates should possess a minimum of a decade’s worth of experience as a professionally qualified magistrate or as a distinguished academic and legal practitioner.
Demonstrated competence in administrative duties spanning at least three years is a must, alongside qualities like high moral character, integrity, and impartiality.
But that’s not all; JSC is looking for someone with exceptional communication skills, a commitment to public and community service, and a proven track record of sound judgment both in legal and life matters. The chosen candidate will serve a five-year term, renewable upon a satisfactory performance review.
The Chief Registrar of the Judiciary isn’t just a title; it’s a responsibility that comes with being the linchpin of the entire judicial system. The Chief Registrar is the principal administrator and financial custodian of the Judiciary. This role requires not only legal acumen but also a deep understanding of the intricate administrative workings of the judicial branch.
Anne Amadi, the outgoing Chief Registrar, took the helm in 2014, succeeding Gladys Boss Shollei, who held the position until October 2013. Amadi’s journey within the judicial service began in 1990 as a District Magistrate II (Prof.).
Over the years, she ascended through the ranks, eventually becoming a Resident Magistrate. Before her stint as Chief Registrar, she ventured into private legal practice, showcasing her diverse expertise.
